Red Hat Satellite engineering is moving the tracking of its product development work on Satellite to Red Hat Jira (issues.redhat.com). That failing, please send an e-mail to the RH Jira admins at rh-issues@redhat.com to troubleshoot your issue as a user management inquiry. The email creates a ServiceNow ticket with Red Hat. Individual Bugzilla bugs that are migrated will be moved to status "CLOSED", resolution "MIGRATED", and set with "MigratedToJIRA" in "Keywords". The link to the successor Jira issue will be found under "Links", have a little "two-footprint" icon next to it, and direct you to the "Satellite project" in Red Hat Jira (issue links are of type "https://issues.redhat.com/browse/SAT-XXXX", where "X" is a digit). This same link will be available in a blue banner at the top of the page informing you that that bug has been migrated.

Bryan, the presence is not a bug. Installation phase IS in puppet, but its not used by katello configure. You need to include katello:install package to run these.
But I noticed those repos are outdated. I am going to fix this and test it with out new koji-generated repos. Renamed this bug, will work on this. Will update the docs:

I am removing DEV_ACK, this bug is something we do NOT want in the CFSE. Installation of repositories via Puppet is intended for Katello only installation right now. Puppet is not able to handle subscription-manager based repositories, it can only drop ordinary yum repositories.
PM: Please remove CFSE 1.1 target, I am going to fix URLs for Katello (pointing to fedorahosted.org), but this is not a valid installation for CFSE (done via RHN/CDN).
