Description of problem:
When case run manager or default tester update, both of manager and default tester should be received notice mail.

How reproducible:
always

Steps to Reproduce:
1.Browser to any test run, Ex:https://tcms-stage.englab.bne.redhat.com/run/24161/
2.Click edit button
3.Change the manager or default tester,then save the update
  
Actual results:
The new manager and default tester can not receive mail

Expected results:
Manager and default tester can receive the notice

This bug was fixed in tcms 3.8.0.
Manager and default tester can receive the email notice when test run update.

Verify 3.5.0-1 on stage -->Pass

Verify steps:
1.Browser to any test run, Ex:https://tcms-stage.englab.bne.redhat.com/run/41166/
2.Click edit button
3.Change the manager or default tester,then save the update

Actual result:
The new manager and default tester can receive mail
