Description of problem:
rhts-mk-get-version-info contains VERSION=1.0 as default. This should only be present if $TESTVERSION is zero.

rhts-devel-4.43-1.fc14.noarch

1. see the source :)
2. or anytime you don't have tags in GIT and run make rpm

Actual results:
package-1.0 is created no matter what Makefile contains

Expected results:
package-$TESTVERSION created with version from Makefile
