for tests policy allow to leverage, this trigger can be on by default, for ones is not allowed to use leverage, like usb test, the trigger should be off by default. And reviewer can change trigger status, like fv_core, fv_memory. For entry whose leverage trigger is off, after plan is frozen, no leverage id field will be shown.
