Description of problem:
When attempting to download some packages listed as available, I get 404 errors.

Version-Release number of selected component (if applicable):
subscription-manager-0.96.17-1.el6.x86_64 (client)
katello-0.1.238-4.el6.noarch (server)
pulp-0.0.265-1.el6.noarch (server)

How reproducible:
Not sure.

Steps to Reproduce:
1. Register a system to an environment using subscription-manager.
2. Promote a product to that environment.
3. Check for updates using "yum check-update"
4. Run "yum update" to install the listed updates.
  
Actual results:

Might be the root cause of #796775 or at least related to it.
