Description of problem:
There are no repositories configured for amis for the sa-east-1 EC2 region. As a consequence, image validation fails for these amis from that region.

5.8, ami-9c74ab81, ami-6274ab7f,...

How reproducible:
Always

Steps to Reproduce:
1. instantiate aforementioned amis
2. log-in resulting instances
3. e.g. yum repolist fails
  
Actual results:
no "redhat-sa-*" repo files in "/etc/yum.repo.d"


Expected results:
repositories configured properly for the EC2 region sa-east-1, image validation passing

That ami has an old version of rh-amazon-rhui-client.  When the sa-east-1
region was released, we changed the rpm to be region agnostic.  The individual
repo files per region were removed, and the choose_repo script was updated to
look at the region at runtime.

It looks like the 5.8 ami's may have been built with the wrong version of this
rpm.  If you look at 6.2 ami, ami-0230ef1f, the version is 2.2.38, but the
version in this ami is 2.2.35.
