In order to register to SAM, the SAM certificate must be extracted from the SAM server and hosted on a web server. There is a separate bug (790835) to make the cert available in SAM by default.

the publicly accessible url should be made available with the following bz790835, the path may change, but until then testing can be completed by placing the cert on any web/ftp server so the node can access it until then. The url you provided may will work if you're expecting it to use scp set bug status to verified and request technical note like c#10 in bug 786049
