push_all button after refresh

Description of problem:

This is a spin off from bug 788719...

Basically I noticed that although the ajax now displays the upload button on a completed build, in a multi provider scenario, it should also display the push all button


Steps to Reproduce:
1.   add multiple providers
2.   build a image
3.   sit on the image details page and wait for build to finish
4.   see upload button per provider
5.   see no push all button
6.   refresh page, see push all button

Steps to Reproduce:
1.   add multiple providers
2.   build a image
3.   sit on the image details page and wait for build to finish
4.   Push all button displays as soon as the build finishes
