Description of problem:

Similarly as the test plan has a field "Reference link" it would
be useful to have the same field available for test cases. There
we could place a link to version control system where the actual
test resides. The field should always contain URL so it should be
linkified. Thanks.

The new field could be placed just below the "Arguments" field.

Will have reference link for test case in TCMS v3.8.

Verify 3.8.0-1 on stage ---->Pass

Verify steps:
1.Enter a test case edit page.
2.input the value of reference link filed.
3.Click save button

Actual result:
test case will list all field which contains reference link with the value link.
