Steps to Reproduce:

I created a  non-admin user and logged in the catalogs,cloud resource clusters and  hardware list gets displayed.
however, when i revoked all the default permissions and then check---only cloud resource clusters is getting displayed.
catalog and hardware list is not displayed.


so i see inconsistency in displaying only cloud resource clusters.

  
Expected results:
if all the default permissions are revoked then it should not display the list for all the 3.

Currently we're not hiding realms/clusters, and we don't have a default 'user' role to view them.

Talking to Hugh, it seems there's no real need to provide "cluster hiding" responsibility, so this may be NOTABUG.
