Description of problem:
When looking at available subscriptions for a Subscription Asset Manager
consumer, "System: Virtual" pools aren't shown. I believe this should not be the
case, and that SAM consumers should show all pools.


How reproducible:
Always.


Steps to Reproduce:
1. Hit https://access.redhat.com/management/distributors and
log in as qa (or any user with some virtual pools available).
2. Select any distributor, or create a new one of your choosing.
3. Look at the "Available Subscriptions" tab and note that it contains no subscriptions of type "System: Virtual."

Actual results:
See above, in step #3.

Expected results:
There should be both "System: Physical" and "System: Virtual" pools in available subs, regarding to subs available to the account You use to log in.
