Description of problem:
perl-Locale-Codes provides Locale::Codes::Constants, not Locale::Constants.

How reproducible:
easy

Steps to Reproduce:
1.yum -y install perl-Locale-Codes
2.rpm -qa | grep perl-Locale-Codes
3.perl -E 'use Locale::Constants;'
  
Actual results:
Can't locale Locale/Constants.pm in @INC

Expected results:
No error

Additional info: I think F17 has the same problem.
