This is related to bug 600260 to fix the issue completely. Need to touch the icon arranging code and be more strict about the area boundaries. Having icons fully visible is the goal, including panels placed on top of the desktop window. Need to also check the behaviour of an icon view inside regular Nautilus windows, as this could easily destroy ability for custom icon positioning outside of visible area. Related yet-to-be-resolved: bug 800436, bug 797111 This request was not resolved in time for the current release.
