Description of problem:

When you add page in dashboard the page in not reachable via NavigationTopContainer. Other submenus work.

Steps to Reproduce:
1. start portal on windows
2. sign in as a root
3. go to dashboard
4. add dashboard page in dashboard
5. mouse over Dashboard link in NavigationTopContainer

Seems like a web browser cache issue. Can you verify ?

I tried following scenarios and it seems to me it's not web browser cache issue. 

I started clean portal in windows (using -b ip). 

Then I opened portal in 3 different browsers (ff, chrome, ie) in windows and one (ff) in linux. Then I signed in as a root in all 4 browsers and then I moused over Dashboard link in NavigationTopContainer and the default dashboard page wasn't displayed in any of the four browsers. 

I can click in any browser to any link and the page isn't displayed. But once when I click in any browser link Dashboard, in the other browsers the default dashboard page is displayed as normal (browser refresh or clicking any link needed). 

It doesn't matter in which browser I click Dashboard link first, but since clicking Dashboard link first it works fine everywhere. 

If I stop portal and start the clean one the issue occurs.
