Description of problem:
libguestfs cannot be built when LINGUAS is different then ja or uk as in po-docs/Makefile.am there is line:
SUBDIRS = $(LINGUAS)

Version-Release number of selected component (if applicable):
1.17.18

I may be missing something here ..  Why do you need to
set LINGUAS at all?  I suppose it is something to do with
section 3.6 here?
