Description of problem:
I would like to control the delay after a mouse motion (relativeMotion and absoluteMotion) function. I have written the code to pass in a delay value to the function and if none is passed, it uses the default. 

Would like this to be applied to 0.7 and 0.8 branches. 

I will attach the patch to the bug.

Applied some time ago, present in both current 0.7.x and 0.8.x releases.
