Partial RELRO requires these passed at link: -Wl,-z,relro, so in the %build section add the following:

# partial RELRO support as a security enhancement
LDFLAGS+=-Wl,-z,relro
export LDFLAGS

* was pushed to the Fedora 17 testing repository,
* should be available at your local mirror within two days.
Update it with:
# su -c 'yum update --enablerepo=updates-testing nss-3.13.3-4.fc17 nss-softokn-3.13.3-2.fc17 nss-util-3.13.3-4.fc17 nspr-4.9-2.fc17'
as soon as you are able to.
