Description of problem:
Jenkins does not create the builder on a large node.

How reproducible:
Seems always?

Steps to Reproduce:
1. Create a new jenkins and jenkins client
2. Run a build
3. Run dig on your builder app
  
Actual results:

It should have created the builder app on a ex-lg node.

It seems you are using a raw bldr.  With those steps it would default to a small builder and not a medium.  What made you expect to get a medium?
