Steps to Reproduce:
--------------------
1.boot guest with "-smp 2,maxcpus=4"
2.in qemu monitor hotplug 1 vcpu
3.boot guest on des with "-smp 2,maxcpus=4"
4.migrate
  
Actual results:
-----------------
(qemu) Unknown savevm section or instance 'cpu_common' 2
load of migration failed

Expected results:

migration succeeds.

src with ""-smp 2,maxcpus=4", hotplug 1 vcpu, then migrate to des with "-smp 3" works.

after talking with libvirt guy, this is handled by libvirt correctly, close it.
