maybe as part of the general spec file cleanup for 2.4 (moving __install commands to make install instead)

as well as

removing the BuildReq on systemd-units and set __unitdir ourselves if it is not present.

The following patches move most of the installs into makefiles:

This dracut related patch is a bit interesting because it touches some paths to remove a redundant file:

Final tests are outstanding, due to the utils-linux problem.
