Description of problem: Invoking another gnome-terminal window via <Button3>New Window, or <Button3>New Tab, gets the error message "*** VTE ***: Failed to load terminal capabilities from '/etc/termcap'" as the first line of the pane; and keyboard arrow keys <Up>, <Down>, <PageUp>, <PageDown> are not interpreted in that pane.  <Up> and <Down> at bash prompt do not traverse the bash shell commandline history; <PageUp> and <PageDown> do not scroll in vi, etc.  It is as if the keyboard cursor keys are ignored.

The first terminal pane Activities > Favorites > Terminal works OK: no complaint, and keyboard cursor keys act normally.

How reproducible: every time


Steps to Reproduce:
1. Invoke gnome-terminal via Activities > Favorites > Terminal.
2. Invoke a new terminal via <Button3>New Window, or <Button3>New Tab.

Actual results:
1.  Keyboard cursor keys work.
2.  The complaint "*** VTE ***: Failed to load terminal capabilities from '/etc/termcap'" appears as the first line of the new terminal pane, and keyboard cursor keys are not recognized.

Expected results:  In the second and subsequent panes, then no complaint about terminal capabilities, and keyboard cursor keys work.

What does 

gresource list /usr/lib64/libvte2_90.so

say ?

Sorry, I upgraded all 3 of my test systems to gnome-3.4 over the weekend, and the problem no longer occurs.  The new versions are:
  gnome-terminal-3.4.0.1-1.fc17.x86_64
  gnome-shell-3.4.0-1.fc17.x86_64
  bash-4.2.24-1.fc17.x86_64
  kernel-3.3.0-8.fc17.x86_64
  vte3-0.32.0-1.fc17.x86_64
[Note the file is now  /usr/lib64/libvte2_90.so.9.3200.0 
and the requested output is:
  $ gresource list /usr/lib64/libvte2_90.so.9.3200.0
  /org/gnome/vte/2.90/termcap/xterm
]

Downgrading only these packages:
  Apr 02 19:00:36 Installed: gnome-shell-3.3.90-2.fc17.x86_64
  Apr 02 19:00:45 Installed: gnome-terminal-3.3.0-1.fc17.x86_64
and logging out and logging back in gets "Oh no! Something has happened. Contact a sysadmin.".  Rebooting does not fix this: still "Oh no! ..."

This is too much hassle, so I re-upgraded to current
  gnome-terminal-3.4.0.1-1.fc17.x86_64
  gnome-shell-3.4.0-1.fc17.x86_64
  bash-4.2.24-1.fc17.x86_64
and am moving on...
