How reproducible:


Steps to Reproduce:
1.Launch ec2 instance and while the instance is still in pending state, mouse hover to the state icon.

  

Actual results:
Mouser hovering displays some instances are running, however no instance is running and the instance is still  in pending state.
see attach screenshot.


Expected results:
proper status should be displayed for mouse hovering
