Description of problem:
From time to time the following happens when I try to build with fedpkg (sorry if this is a fedpkg issue, but it's hard to guess now). The first build returns "Connection refused" and the second try returns "has already been built".

$ fedpkg build

whats happening here is that while your watching the build your getting disconnect from koji, so when you try to resubmit the build is done and completed. everything is working as it should.  why your getting disconnected from koji is a different thing and could be down to a number of reasons.

Are you sure these disconnects are not caused by koji?
