It would be nice to have this fixed for RHEL6.4 as we may need to rebase fontconfig for X in that timeframe.

Description of problem:
upstream ships the pkgconfig file though, it's removed at the build time. it should be included in the devel package.

1.rpm -ql expat-devel

Actual results:
No *.pc in -devel

Expected results:
should contains *.pc

I don't know about moving the library back to %{_libdir}. according to Bug#178743, it was required for dbus and libdbus is still installed under %{_lib} though.

The version of expat used in RHEL does not include a .pc file upstream.   What has this got to do with fontconfig?

fontconfig upstream now requires the expat.pc file to build at all.

but if RHEL6 expat is that old then I suppose we'll have to fix fontconfig anyways if we want to update it.

so maybe we can ignore this until we hit it.
