How reproducible:
yum install it

Steps to Reproduce:
1. yum install openstack-swift-1.4.6-2.fc16.noarch
2. rpm -ql openstack-swift-1.4.6-2.fc16.noarch

or, alternatively
1. yum install yum-utils
2. repoquery -ql openstack-swift

  
Actual results:
# repoquery -ql openstack-swift
/etc/swift
/etc/tmpfiles.d/openstack-swift.conf
...

This is file is necessary on a systemd-based distro, such as F16.
What do you want us to do, re-create dirs as necessary when
writing pidfiles?
