Description of problem:

Catalog should allow two vendor_id's to be merged into a single vendor.

For example if there are two vendors Intel(id 35) and Intel Inc.(id 67)  This would allow the catalog admin to merge all of the certs that are id 67 into id 35, change the whiteboards and summary fields, and then disable 67 from the vendor list.

The UI also needs to support the other way around if 67 was preferred and 35 would be merged into 67.
