Description of problem:

Catalog should allow two make_id's to be merged into a single make.

For example if there are two makes Proliant(id 127) and Proliant Servers(id 245)  This would allow the catalog admin to merge all of the certs that are id 245 into id 127, change the whiteboards and summary fields, and then disable 245 from the
make list.

The UI also needs to support the other way around if 245 was preferred and 127
would be merged into 245.
