Description of problem:
Error message displayed in login dialog when DB is down is identical to error message displayed when user put incorrect password. More appropriate would be 'Unable connect to database'. This will reduce amount of time for troubleshooting.

1.shutdown database
2.try to login to RHQ

The username or password provided does not match our records.

Expected results:
Unable connect to database
