Description of problem:
"Developer Center"link in the upper right of /app/console page is still linked to /app/console page itself, it should be updated to "community/developers"

1.Login 
2.Go to /app/console page
3.Click "Developer Center"link in the upper right
  
Actual results:
It's linked to the console page itself.

Expected results:
It should be linked to community/developers

Tested it on devenv_1736, it's udpated.
