Description of problem: agetty is not running on the first virtual text console


Version-Release number of selected component (if applicable): systemd-44-7.fc17


How reproducible: always


Steps to Reproduce:
1. Install Fedora 17, use LXDM as a graphical login manager
2. Change /etc/lxdm/lxdm.conf "arg=/usr/bin/X -background none vt1" to vt7

Actual results: first text console is dead on boot - you cannot activate it


Expected results: agetty/login session running

We knowingly don't support setups with the primary display manager running on a VT that is not VT1.
