Description of problem:
NetworkManager says wifi is unavailable until after it is restarted

0.9.4.0

How reproducible:
everytime

Steps to Reproduce:
1.Boot Fedora 17/16 machine
2.Observe network applet
3.notice wifi is unavailable
  
Actual results:


Expected results:
wifi should work

Additional info:
I removed NetworkManager.servce from /etc/systemd/system/multi-user.target.wants
wifi works at start and boot time decreased considerably
