Description of problem:
Fedora 17 Release notes are translated [1] to Bulgarian, but not shown in the draft [2]. There are partially translated texts there, left from F16 RelNotes.

Expected results:
Translated text like Ukrainian [3].

I did a tx pull this morning and everything got skipped.  The resulting files showed 7% translated for Bulgarian and 63% for Ukranian.  Transifex shows both at 100%.

If I pull them individually, then the translations come down.  The nightly batch job does not do this, so if you would like to see your translations commit them to the f17 branch.
