Description of problem:
When the engine-config.properties file is missing I get the following error message:

Files /usr/share/ovirt-engine/engine-config/engine-config.properties,
/usr/share/ovirt-engine/engine-config/engine-config_en_US.properties,
/etc/ovirt-engine/engine-config/engine-config.properties,
/etc/ovirt-engine/engine-config/engine-config_en_US.properties

Version-Release number of selected component (if applicable):
rhevm 3.1, SI3

How reproducible:
always

Steps to Reproduce:
1.Move or delete the engine-config.properties from /etc/ovirt-engine/engine-config
2.run any command, e.x - engine-config --get VdsRefreshRate
  
Actual results:
Improper error message

Expected results:
Should display the message 
"properties file couldn't be found in any of the locations"
And following the locations of the files in each line per file

rhevm-config --get RDPLoginWithFQN
Files /usr/share/ovirt-engine/engine-config/engine-config.properties,    -< Only the script engine-config is located here
/usr/share/ovirt-engine/engine-config/engine-config_en_US.properties, < what is this ?
/etc/ovirt-engine/engine-config/engine-config.properties,
/etc/ovirt-engine/engine-config/engine-config_en_US.properties does not exist
