geany failed to build on koji for fedora 17

the problem is that it needs gmodule-2.0 with the version of glib/gio 2.31

this patches[0] fix the problem with gmodules[1] and also add the m4 files that are not included in the fedora git repository

The issue has been fixed with a patch in the 0.21 packages before (thanks to Peter Robinson). The fix is included upstream since Geany 1.22. I'm going to close this bug.
