perl-Net-CIDR is required to use cidr_allow IP address permission handling in /etc/munin/munin-node.conf

munin-node packages should depend on this as: 
 - using cidr_allow is way easier and intuitive then backslashing every dot in IP address

 - munin doesn't warn if the package is missing. Access is just now allowed. This is counter intuitive and one has to go and check, which makes setup on multiple nodes more complicated.  

 - perl-Net-CIDR is already in EPEL, it's very small in size (about 30k), doesn't bring any other dependencies in (at least on my cleanly installed rather slim server system)
