Description of problem:
This is a request to support time based leases on Application Blueprints. 

Upon the lease expiring one of three actions should take place depending on how the Application Blueprint was configured.
 1. AppForm is shutdown and not visible to the user, but is not deleted. It is visible to an administrator for review before deleting.
 2. AppForm is shtudown and deleted.
 3. A notification is sent to the user and/or administrator that the AppForm is beyond it's lease.
