Description of problem: I am only a graphical user of Fedora, but I would like to report that changing general language settings  for the system has switch my keyboard azerty to keyboard qwerty. I 've tried to copy the french language settings to the whole system on the last window . When I looged out and try to reconnect, the keypads I used for my user password on azerty keybord (such as µ or ~ ) couldn't be found on the azerty one. I had to reinstall my system.

Are you using gnome3 and are setting the language in gdm?

Fedora 16 changed to end-of-life (EOL) status on 2013-02-12. Fedora 16 is 
no longer maintained, which means that it will not receive any further 
security or bug fix updates. As a result we are closing this bug.

If you can reproduce this bug against a currently maintained version of 
Fedora please feel free to reopen this bug against that version.
