Description of problem:

When clicking "Submit an Idea" button on "Vote on Features" page without login, it will return a page which says "The requested page could not be found.".

Steps to Reproduce:
1.Go to openshift website 
2.Go to "Vote on Features" page
3.Click the "Submit an Idea" button
  
Actual results:

It will return a page which says "The requested page could not be found.".

Expected results:

It should redirect to login page.

This only works when in an integrated environment (sso enabled).
