Description of problem:

If you fill out the proxy settings in rhui-tools.conf 
1. you can retrieve the list of repositories from the cdn
2. you can *not* sync content from the cdn

If you fill out the proxy settings in pulp.conf both operations work

That last statement is not true... if the proxy settings in rhui-tools.conf are not configured than any communication outside of syncing repos to the rhui is not proxied.
