Description of problem: Unable to sync database for OSQA quick-start application

Steps to Reproduce:
1. Follow the instructions on https://github.com/openshift/OSQA-openshift-quickstart
  

Actual results: ./manage.py syncdb --all returns error. (See the attached log for details.)


Expected results: Application must be created successfully

Other problems are detected:

1) Hard-coded DB credentials
2) Wrong master Git URL

FYI: I fixed the url

Caused by lacking of local pkgs.

Fixed. Pruned most manual steps.
