noticed in assignee field, but probably relevant to other fields.
1. i lost all history of auto-complete for these fields - i can live with that.
2. auto-complete seems to be disabled for these fields, as browser doesn't remember previously submitted content.

reporduce:
1. assign a bug to someone.
2. assign another bug, expect browser to suggest previously assigned person automatically.

Time estimate is based on the assumption that we will remove the AJAXy code for these fields.

Param change is all that is required. Added to my 4.2.2-4 release notes.

Of note, any entries entered between Bugzilla 4.2 release and when this change goes live will not be recorded. This is a browser limitation.

After completing configuration steps, the auto-complete functions worked.Verified.
