Description of problem:
When following New Bug procedure, Step 2 (Search Bugzilla) returns non-relevant
bugs, making it useless.

I've given it a couple of keywords and retricted the search to the summary, but
I still wind up with what seems to be a dump of the entire bug database.  I.E.
NONE of the summaries have any of my requested keywords.  It's almost like it's
matching on the whitespace between the tokens.

How reproducible:
Always

Steps to Reproduce:
1. Type keywords into Search widget at Step 2
2. Hit Search
3. Wait a **very** long time for search
4. Scroll through **very** long list without seeing requested keywords
    

Actual Results:  Per above

Expected Results:  A list of just the requested keywords

Additional info: Maybe if it worked, I'd use the feature...
