Description of problem:

When prompting for the disc password, preupgrade only excepts QWERTY responses.  This can make it difficult for some users to enter their password, and impossible for others...

Steps to Reproduce:
1. Run preupgrade an a F16 system on a system that uses full disc encryption and a non-QWERTY keyboard
2. When prompted after rebooting attempt to entry the encrypted disc password
3.
  
Actual results:

It simply keeps reprompting until the user enters the correct value in QWERTY.

Expected results:

Either pre-upgrade should use the existing systems start-up keyboard mapping, or it should have a prompt to set the mapping.

Additional info:

It is even worse in that there is no clue to the user what keyboard mapping is being used.  I imagine there are people in France and other non-English speaking countries who never do even realize what the problem is.

Once one does realize the problem, I imagine there are ways to work around, such as maybe temporily changing the file system password to something they can enter from a QWERTY mapping...

This message is a reminder that Fedora 16 is nearing its end of life.
Approximately 4 (four) weeks from now Fedora will stop maintaining
and issuing updates for Fedora 16. It is Fedora's policy to close all
bug reports from releases that are no longer maintained. At that time
this bug will be closed as WONTFIX if it remains open with a Fedora 
'version' of '16'.

plan to fix it in a currently maintained version, simply change the 'version' 
to a later Fedora version prior to Fedora 16's end of life.

Fedora 16 changed to end-of-life (EOL) status on 2013-02-12. Fedora 16 is 
no longer maintained, which means that it will not receive any further 
security or bug fix updates. As a result we are closing this bug.

If you can reproduce this bug against a currently maintained version of 
Fedora please feel free to reopen this bug against that version.
