Description of problem: when performing actions with the selinux tools a warning appears: WARNING: Policy would be downgraded from version 27 to 26.

This is just telling you that the current RHEL 7 kernel does not support all of the features in the current SELinux tool chain.  When you get to the 3.5 kernel in RHEL7 this will disappear.
