Description of problem:

This is an upstream bug

Frame arrival times (pcap) are 1 hour more than timestamps in txt

This bug is causing 8 errors in upstream dfilter-test.py test suite

wireshark-1.2.15-2.el6

How reproducible:
always

Steps to Reproduce:
extract wireshark src package and execute the test suite
pyton tools/dfilter-test.py -p /usr/sbin/
  
Actual results:
20 failures, 8 of them are cause by this bug

Expected results:
no time related bugs

I have manually applied the upstream patch and verified that the time errors didn't appear

This request was evaluated by Red Hat Product Management for
inclusion in the current release of Red Hat Enterprise Linux.
Because the affected component is not scheduled to be updated
in the current release, Red Hat is unable to address this
request at this time.
