1. tab key should go over fields in the order they are displayed on the screen.
   (for example, add logical network from cluster does not)
2. tab ordering should be cyclic - today after a few tabs the cursor simply goes 
   away to some hidden tab.
3. tab should also allow moving to other panes in the dialog
(maybe track in another bug if too much work for this one)

This bug is about the "TAB" keyboard key.
bug 845996 is about moving between main tabs in the GUI.
Not sure how these two bugs are related.

There are also a couple of "merged" (related/duplicate?) issues:

in the last issue, it seems that there is no plan to fix it in the GWT infrastructure; this issue also lists a "workaround" (which is not really a workaround - it is actually "the correct way of doing things"), so maybe we need to do something similar.
