Description of problem:
Order the parameters in the Default.properties file accordingly

3.1/si9.1

How reproducible:
always

Steps to Reproduce:
1.edit the Default.properties file at /etc/ovirt-engine/ovirt-engine-dwh
2.notice that "hoursToKeep..." hourly daily samples are not grouped together
  
Actual results:
No logical grouping of fields

Expected results:
Order all fields accordingly by groups, and separate them with [Headlines]

For example:

[Sampling Intervals]
hoursToKeepSamples=24
hoursToKeepHourly=1440
hoursToKeepDaily=43800

It's a easy fix and makes sense to not leave it like this.
