Description of problem:
On rawhide, fonts-tweak-tool provides a feature to change the language order to see what fonts are preferred, it only takes effects for GTK+(Pango) applications. also on rawhide, fontconfig provides similar feature now. you better use FC_LANG instead of PANGO_LANGUAGE. it will gives us opportunities to see on all of desktops, applications, except non-fontconfig enabled applications.
