Description of problem:
Cannot access the Reporting Tool UI - not via webadmin not directly

How reproducible:
Always

Steps to Reproduce:
1.install rhevm+reports
2.Run setup on both
3.Press the dashboard Tab
4. Try to connect directly or via rhevm portal page
  
Actual results:
Cannot access in any way

Expected results:
Should show Dashboards in webadmin & allow user to connect to the GUI with direct url
