Progress reports and error conditions were reported twice when importing manifests. This caused visual corruption in the browser. This fix removes these errors and adds a notification for a successful import.

844796 - For async manifest import, there were double-render errors while the progress was being checked from javascript. In addition, notices were not being displayed after a very quick manifest import.
To test, simply import a manifest and note the progress message in the UI complete.
